Round 2 fixes

- Refined repo detection: repository/codebase/branch/PR/commit/refactor signals retain the agent requirement. Weak code/test/git/README/app nouns require an operation. Classification and supplied-text summaries no longer become repo work just because they mention code or tests. Real edits remain gated even when overnight or low-cost.
- Candidate zero marginal cost task labels appear only on local catalog entries. Subscription candidates cannot inherit that claim from a local request.
- Added two regression tests spanning the three reported prompts and four genuine repository operations. All 15 existing golden examples remain unchanged, including long -> codex gpt-6-astra/high at fixed quota. Private repository -> no route remains.
- Documented DEC-RMR-41 and updated README, INTERFACES and ROUTING-V3.

Live release picks: bulk source-code classification and the local git question -> Studio qwen3.5:4b-mlx; private test-report summary -> Studio qwen3-coder-next:q4_K_M. All return 0. Private repository prompt returns 2/no route. Long review and branch operations select Copilot auto under current live caps; frozen golden long still selects Codex astra/high. Candidate factor sums and embedding exclusions also pass.
Scope: no installed configuration, credentials, login, signing or deployment changed. No merge/push. Non-blocking G1-G9 were not undertaken; the existing duplicate local cost label remains pinned by golden fixtures. Preflight reported historical HIGH mail; retained the build prompt's no-outbound scope and renewed the existing builder lease. Independent verification and integration remain with the lead.
Apple Notes PENDING: launchctl managername is Background. The fleet-notes-publish skill requires: "In a headless run, write the file copy and report the Notes entry as PENDING". Durable changelog copies are in ~/dev/LLM/Claude/changelogs and ~/dev/LLM/Codex/changelogs. Undo by a new revert commit; no user data migration.
